Office of the Police & Crime Commissioner annual report 2022/23

Today I have published my Annual Report for 2022/23, which you can read and download from my website here.

I hope you will be reassured by the progress made on key public priorities over the past year in Cheshire. Crime is down, we have a record number of police officers, the phones are being answered faster and incidents are being responded to quicker. These are the basics that the public expect, and they are happening.

In 2022/23 my office secured £5.3 million in extra funding for projects to support the Constabulary’s Safer Streets campaign, as well as programmes to support victims of domestic abuse and change the behaviour of perpetrators. These initiatives have helped to locate high-risk missing people, improve people’s safety at night, and support victims throughout the criminal justice process. The value of this additional funding is equivalent to £5.71 for every £1 spent on my office budget.

Cutting through the noise and sharing positive news about policing is key to improving public confidence. I am proud of the hard work of everyone in the Cheshire Police family that has driven the levels of performance we see now, but we can never be complacent. I am acutely aware that residents expect more and there is further work to be done when it comes to issues like visibility and public perception of some crimes.

As a valued partner in the work to make Cheshire even safer my door is always open to you, and I hope we can work together going forward on the issues that matter most to our communities.

Printed copies of the report are available on request, and please do get in touch regarding any accessibility requirements.

Best Wishes

John

Lunch and Learn – Energy Saving Advice Talk

Please find information below about an Energy Saving Advice talk with Pete Wait the Cheshire West Citizens Advice Energy Adviser.

Lunch and Learn – Energy Saving Advice Talk

Cheshire West Citizen’s Advice would like to invite anyone who’s role is working with or supporting anyone in the front line to a lunch and learn session to find out about and benefit from information and advice around energy saving.

  1. Thursday, 28th September 2023 from 12pm until 1pm via Teams

You will leave the session knowing how you can best support colleagues, friends, family members and anyone you may be working with, on advice on energy saving.

Within Cheshire West and Chester the percentage of fuel poor households within our borough as of 2022 was 11.9%.  From April 2022 to November 2022 during a 7 month period, the most requested support to the Help in Emergencies for Local People (HELP) scheme was for cash/energy vouchers.

Within the Opinions and Lifestyle Survey (OPN), of those who reported a rising cost of living in January 2022, 79% cited higher gas and electricity bills as a cause. (Source: Office for National Statistics).

It is known that over 300,000 households eligible for the warm homes discount last winter did not receive it.  With energy bills still high Cheshire West Citizens Advice Energy Adviser would like to go through what the energy crisis is and how it affects people, the current support that is available, ways to maximise income, simple energy saving tricks to reduce how much energy you are using and answer any questions you might have.

To register for the lunch and learn session, follow the link below. Following registration, a Teams link will be sent to you.

Opportunity for residents to join group-buying solar scheme

Residents in west Cheshire have an opportunity to sign-up to a group-buying scheme, providing high-quality solar panels and battery storage at a competitive price.

As part of Cheshire West and Chester Council’s work to help the borough to become carbon neutral by 2045, the Council is working with neighbouring local authorities to offer residents the opportunity to benefit from Solar Together Cheshire and Warrington. The scheme is a first for the area and will help Cheshire homeowners feel confident that they are paying the right price for a high-quality installation from pre-approved installers.

It is free to register and there is no obligation to go ahead with an installation.

West Cheshire residents can join the group-buying scheme, which offers solar panels with optional battery storage and EV charge points. The scheme also offers retrofit battery storage for residents who have already invested in solar panels and are looking to get more from the renewable energy they generate, as well as increase their independence from the grid.

This innovative scheme builds on six years of a successful Solar Together programme, run across the UK. To date Solar Together has delivered over 22,000 installations and over 460,000 tonnes of avoided lifetime carbon emissions.

Residents have until 10pm on Friday, 27 October 2023 to register their interest in the scheme. To find out more and to register, visit: www.solartogether.co.uk/cheshire-west-and-chester

How does it work?

  • Householders can register online to become part of the group for free and without obligation.
  • Pre-approved UK solar PV suppliers participate in a reverse auction, where installers bid to provide the service to you and others registered households. They can offer competitive pricing as the volume and geographic concentration makes it possible for them to realise greater efficiencies, which they pass on with lower prices for installations.
  • After the auction, registered households will be emailed a personal recommendation which is specific to the details they submitted in their registration.
  • If they choose to accept their recommendation, the specifics of their installation will be confirmed with a technical survey after which a date can be set for the installation of their solar PV system.
  • Telephone and email helpdesks are on-hand throughout the whole process which, together with information sessions, will allow households to make an informed decision in a safe and hassle-free environment.

Advice on other home energy schemes and support for those who are worried about the rising cost of energy bills, food and transport can be found on the Council’s website. Visit:

Pothole update – Cllr Lynn Gibbon

11th July 2023

Message from Lynn Gibbon – Conservative Councillor for Marbury Ward

To Great Budworth Parish Council:

Highways

Safety Inspectors regularly inspect roads and footpaths for dangerous potholes in line with the https://www.cheshirewestandchester.gov.uk/your-council/policies-and-performance/council-plans-and-strategies/documents/highway-safety-inspection-code-of-practice.pdf.

Also, Network Stewards investigate enquiries and concerns about potholes raised by our customers including Councillors, Parish Councillors, and the public.

We prioritise all potholes so that the most dangerous ones are repaired either the next day or within 5 days and for those that do not meet the criteria we have routine maintenance and resurfacing schemes in place, as per Potholes and road faults | Cheshire West and Chester Council

 A useful guide to pothole repair document is ADEPT & DfT_Potholes – a repair guide_March 2019.pdf (adeptnet.org.uk)

The majority of our pothole repairs are 50mm deep, cut out and fill, hot material permanent repairs.

This involves cutting around the pothole and breaking away the loose material, then refilling with hot tarmac and compacting. A bitumen over-banding is used around the joints to help protect from ingress of water.

On the odd occasion in emergency situations, we ask for a temporary fill and compact with cold tarmac, which is used to make safe until a permanent repair can be programmed.

We also use a range of techniques and materials to repair and maintain our roads to keep the borough’s network moving smoothly and these can be found here  https://www.cheshirewestandchester.gov.uk/residents/transport-and-roads/highways/major-road-schemes/improvement-programme.

 Regards

Lynn
